17th Amendment to Blame for Party Polarization?

Check out this commentary by Bruce Bartlett. His postion is that with the passage of the 17th Amendment the republican and democratic parties began their conflict because Senate elections resulted from the popular, rather than electorial vote. I think there may be some truth in this in that the popular opinion of states citizens was considered rather than what would be in the best interest of the state as a whole. What do you think? Do you think popular votes are dangerous to supporting legislation that supports special interests rather than the greater interest of the population?
