Michael Judge tells the story of Senator Grassley's earmark for a rain forest in Iowa. It is truly a very interesting story. One key part of the story is that a nonprofit organization is involved, and apparently outside of obtaining money and the promise of earmarked money from the federal government, no private money has yet been raised for the project.
I once again have to ask why anyone should think Congress has the constitutional power to pay for environmental education, much less for a rain forest in Iowa. Specifically, which enumerated power do such things fall under?
